Andy Biggs (R-AZ), a prominent member of the conservative House Freedom Caucus, is predicting that House Majority Leader Kevin McCarthy will not keep his promise not to include any non-appropriations spending in the upcoming omnibus spending bill. “I don’t think he is going to honor his commitment not to include nonappropriations language in the omnibus,” said Biggs in an interview with The Hill. Biggs accused McCarthy of pushing appropriations in the omnibus in an effort to force rank-and-file Republicans to go along because of their need to secure several key items.
